Google certainly has a broad reach, but fraud control for cardholders and merchants is essential in this space.

Google gave away tens of millions of dollars of free payment processing and wasn't able to make it take hold. As a pure credit card gateway, the $0.20 + 2.00% was operating as a loss leader. All told it was used as a trojan horse to get people to buy more Adwords.
As a payment processing solution, it added no risk management, and offered zero additional buyer protection given they do no merchant verification.
Android definitely offers the best scenario for Google Checkout to take hold. We'll see.
