According to the CNMC, the limited deadline would facilitate the adaptation by RENFE to the liberalization of the sector, expected to take place from December 14, 2020.
The CNMC stressed that the document presented by the ADIF regarding the 2019 Network clarifies the situation for future competitors of RENFE, by publicizing the available capacity, as well as the mechanisms and frameworks for awarding and hiring, giving certainty to companies that must invest in expensive inputs, such as trains. In addition, the CNMC recalled that companies may have the option to request the capacities they consider appropriate to their business plan, without being conditioned by the structure of the packages proposed by ADIF.
