Spain: CNMC raises objections to new Hotel regulation in Aragon

Spanish competition watchdog CNMC has issued a report on the Hotel Regulations project for the Government of Aragon, which contains new architectural requirements and which seeks to adopt the international standards of the HotelStars Union, widely accepted among the EU states.

The regulator considers that the Government of Aragon must identify the reasons why exhaustive requirements are established for each type of accommodation, as well as justifying their mandatory nature. Among the requirements demanded by the regulation are specifications on the height of roofs, dimension of windows and minimum furniture provided, among others.

The CNMC believes that these requirements may restrict supply and limit competition, in addition to other effects on the free market that may arise from the imposition of yet further requirements. It also recommends, in order to avoid price-fixing, that the possibility of collecting accommodation prices in official guides or price catalogs be eliminated.
