Spain’s CNMC has signed an “Advertising Corregulation Promotion” agreement with the Asociación para la Autorregulación de la Comunicación Comercial (AUTOCONTROL). The agreement recognises the NGO as a valuable entity and validates its consultation system as a tool for the implementation of the country’s Audiovisual Communications Law.
The Spanish authority will support this self-regulation scheme while continuing to enforce their inspection and disciplinary powers over communications enterprises. The new verification tools developed by the Association will be widely used, their reports being recognised as valid proof of diligence for any economic agent required to submit information to the CNMC.
AUTOCONTROL commits itself to maintaining the competition watchdog informed about any decisions made by their Publicity Jury, as well as all Voluntary publicity restraints. The company must also assume all regulation on proper ratings criteria for time slots. Both organisms will support each other in regulating and issuing decisions, commissioning studies and developing projects related to audiovisual competition regulation.
The implementation of the agreement calls for a commission, to be created with members from the CNMC and AUTOCONTROL, which will be in charge of enacting and maintaining this agreement.
