Peru: INDECOPI probes possible ‘dumping’ of yellow corn by the USA

The commission for Dumping, Subsidies and Elimination of Commercial Non-Tariff Barriers at Peruvian regulator INDECOPI has launched an investigation into the importation of yellow corn from the United States, which they accuse of granting growers considerable subsidies.

In addition to considering the relevance the production of yellow corn has in the development of Peru’s national economy, the commission determined that the government of the United States, through nine federal programs, provides significant aid to corn producers in that country. This would qualify under the form of specific subsidies, in accordance with the Agreement on Subsidies and Countervailing Measures at the World Trade Organization.

The decision was taken to launch the investigation in order to determine the existence of subsidy practices, injury to domestic producers, and a causal relationship between the imports subject to such practices, as well as the alleged damage incurred.
