Spain’s competition regulator, the National Commission for Markets and Competition (CNMC) has released its report on the Royal Decree Project that seeks to regulate technical highway inspections for commercial vehicles (TVI). In its report the authority recommends various steps to ease access and service restrictions on the TVI market.
The CNMC points out the link between highway inspections and the work of traffic control agents, which they qualify as “highly relevant”. Whenever a more detailed inspection is required after an initial revision, specialized personnel is called in.
The commission has remarked on the importance on its recommendations for opening the market by eliminating official restrictions to entry, including unjustified restrictions on the personnel authorized to offer their services at vehicle inspection centers. The CNMC has also recommended switching to a system of validation that is more compatible with competition, increasing ‘ex post’ vigilance and increasing the use of digital tools to monitor and promote better technical conditions for vehicles in circulation.
