Spain’s National Commission for Markets and Competition has released the preliminary conclusions to its Public Consultation study on ‘New Models of Services in the Sharing Economy’. The occasion marks the first time a study has relied on civil society in every stage prior to its approval.
The study began as a public consultation between November 2014 and January 201, where citizens were asked about the principles they expect out of regulation, concretely focusing on the passenger transport and tourist lodging sectors.
Several advantages have been identified in the development and implementation of new regulatory models – bigger supply, better prices through increased competition, innovation – as well as various competitive restrictions. Regarding the Taxi and Unmanned Vehicle Transports (UVT), the regulating agency has proposed to eliminate all entry limitations which might reduce an increase in supply of taxis and UVT’s, – Restrictions such as territorial licences, among other proposed liberalizing changes meant to increase access to the passenger transport market. The final version of the study’s Conclusions and Recommendations will be sent on to the CNMC’s Council for its final approval.
