    The regulation aims to increase cross-border purchasing transactions in Europe through offering a discretional set of uniform rules that retailers can choose to accept. The rules will try to help provide a solution for the inconsistency of rules found across different EU states.

    Some members of parliament are not in favor of the proposal, reasoning that the system is too complicated and will likely confuse both merchants and consumers. Moreover, the initiative will be too expensive to install.
